Areas of fog will reduce the visibility to one half mile or less in parts of southwest and south central North Dakota this morning. Motorists should be prepared for rapidly changing visibilities, and should use extra caution traveling. Use low beam headlights and be extra cautious at intersections and railroad crossings. The fog will dissipate by mid to late morning today.

* WHAT…Urban and small stream flooding caused by excessive rainfall is expected. * WHERE…A portion of Puerto Rico, including the following counties, Canovanas, Loiza and Rio Grande. * WHEN…Until 915 AM AST. * IMPACTS…Minor flooding in low-lying and poor drainage areas. Rises in small streams and normally dry arroyos. * ADDITIONAL DETAILS… – At 615 AM AST, Doppler radar indicated heavy rain due to thunderstorms. This will cause urban and small stream flooding. Up to 1 inch of rain has fallen. – Additional rainfall amounts of 1 to 2 inches are expected over the area. This additional rain will result in minor flooding. – http://www.weather.gov/safety/flood
