At 947 AM PST, Doppler radar and automated rain gauges indicated thunderstorms producing heavy rain over the Franklin_Palisades Burn Scar. Current radar shows rainfall rates have decreased, but are expected to intensify again within an hour. Rainfall rates of 0.2 to 0.5 inches in 15 minutes are possible once activity moves northward. Flash flooding is ongoing or expected to begin shortly. Excessive rainfall over the burn scar will result in debris flow moving through the Palisades Burn Scar and the Franklin Burn Scar. The debris flow can consist of rock, mud, vegetation and other loose materials. HAZARD…Life threatening debris flows in and around the Franklin_Palisades Burn Scar.
