Rises in small streams and normally dry arroyos. Water over roadways. Overflowing poor drainage areas. * ADDITIONAL DETAILS… – At 738 AM AST, Doppler radar indicated heavy rain due to thunderstorms. This will cause urban and small stream flooding. Up to 2 inches of rain have fallen. – Additional rainfall amounts of 1 to 2 inches are expected over the area. Patchy dense fog has formed near the Illinois River in Marshall County early this morning. Visibility may fall below one-quarter mile at times through early morning, leading to potentially hazardous travel conditions. Expect rapid changes in visibility over short distances, with visibility possibly even near zero at times. Be sure to slow down if you encounter dense fog. Use low beam headlights if driving, and leave plenty of distance between you and the vehicle ahead.

* WHAT…Large breaking waves of 10 to 14 feet with dangerous rip currents. * WHERE…San Luis Obispo County Beaches and Santa Barbara County Central Coast Beaches. * WHEN…Until 3 AM PDT Monday. * IMPACTS…There is an increased risk for ocean drowning. Rip currents can pull swimmers and surfers out to sea. Large breaking waves can cause injury, wash people off beaches and rocks, and capsize small boats near shore.
