* WHAT…Sub-freezing temperatures as low as 28 to 32 degrees expected. * WHERE…Upper Hood River Valley. * WHEN…From 1 AM to 9 AM PDT Wednesday. * IMPACTS…Frost and freeze conditions could kill crops, other sensitive vegetation and possibly damage unprotected outdoor plumbing. * ADDITIONAL DETAILS…There is a 65 to 85% chance of overnight low temperatures falling below freezing, and a 30 to 60% chance of falling below 30 degrees by sunrise on Wednesday morning. In both cases, the chances are higher farther up the valley and lower toward Hood River proper.
