For the Frost Advisory, from midnight tonight to 7 AM EST Friday. * IMPACTS…Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. Frost could harm sensitive outdoor vegetation. Sensitive outdoor plants may be killed if left uncovered.

* WHAT…Urban and small stream flooding caused by excessive rainfall is expected. * WHERE…Guam. * WHEN…Until 645 PM ChST. * IMPACTS…Minor flooding in low-lying and poor drainage areas. Water over roadways. Some low-water crossings may become impassable. River or stream flows are elevated. Rises in small streams. * ADDITIONAL DETAILS… – At 354 PM ChST, Doppler radar and automated rain gauges indicated heavy rain due to thunderstorms. This will cause urban and small stream flooding. Between 0.4 and 1 inch of rain has fallen during the past hour. Additional rainfall of 1 to 2 inches are possible through 6:45 PM. – Additional rainfall amounts of 0.6 to 2 inches are expected
